Each year the President gives a “State of the Union” message to a joint session of Congress. Who was the first President to send his message to Congress in writing rather than give it in person – George Washington, John Adams, or Thomas Jefferson?Answer: Thomas Jefferson
Additional Question: Why did he do this.
Answer: Jefferson had a very sensitive voice that broke down under the strain of giving a long speech.
